He thinks that the main task in this complicated situation was to preserve strict enough norms and give them an adequate wording thus allowing defending them in international institutions. Mr.Abikis thinks that the Commission has succeeded and no major deviation from the law has taken place. If the law is adopted, then the essential will be the fact what is the quality of the regulations on the implementation of the law, elaborated by the Cabinet of Ministers. A seminar on transfer of Russian speaking schools to the principal of bilingual education took place in Riga. The correspondent of Vesti Segodnya V.Falkov doubts about the usefulness of this seminar stating that Latvian authorities are more interested in figures, how much money has been spent on this process, not about its quality. The process will turn the Russian language into something new when Latvian words have Russian endings. And due to the low birth rate the number of students is decreasing not only in Latvian but also in Russian speaking schools. There will be too many Latvian teachers. During the 2nd congress that took place last Saturday in Jelgava the leaders of the People’s Party announced that the party should become European-like, pragmatic and oriented at the country’s economic growth - a niche earlier taken by Latvia’s Way who has lately shifted to more social democratic lines. The party's goal is for Latvia to finish EU accession negotiations during the term of the current Saeima and for that purpose the party is ready for compromises. The party has changed its approach in national issues, it has called all non-citizens to learn the language and become citizens if they feel like that. Also, concerning the Language Law, the People's Party will maintain the centrist position and give in neither to Fatherland and Freedom/LNNK's isolationist position nor Latvia's Way's blind cosmopolitan obeying everything that comes from EU.

A Riga resident Rimma Kadincova informed the Riga City Council Executive Director Andris Grînbergs that she has decided to rally by the buildings of OSCE, EU and UN for the rest of her life. Kadincova wants to protest discrimination of Russians. Her demands include to allow emigrate to other countries or to give an order to the police not to touch Russians.
