Teachers who work at Riga Vidzeme suburb minority schools and teach there Latvian or teach a subject in Latvian, have not received special allowance supposed for this category of teachers already for three months. The Ministry of Foreign Affairs has proposed to organise discussion about bringing in changes in the national policy on foreign affairs. “We do not have to change basic things, they are still actual, however, since the moment the framework policy was developed 5 years have passed and we should bring in some qualitative changes”, says MoFA State Secretary M.Riekstins. No specific changes have been named.

In the Baltic Forum conference ex-minister of Foreign Affairs of Russia A.Fjodorov said that Russia wants to improve relations with the Baltic States. Another opinion expressed by the representative from Russia is that Latvia can become a reason for the conflict between Russia and the West. Latvia’s member of the European Human Rights Court E.Levit refused to participate in 2 cases – a case of ex-banker Lavents and a case of I.Podkozlina (violation of election rights - she could not run for municipal elections because of the insufficient state language proficiency level) – where the defendant is the Republic of Latvia. The Member of Russias party Jedinstvo Shahraj said that Russia favours accession of the Baltic states to the EU, however, Russia and Baltic states have to become EU members about at the same time.

Scheduled discussion subjects are relations between Latvia and Russia, Latvia’s integration into the EU, as well as co-operation between Russia and the EU. Comparatively to the previous conferences the circle of participants is enlarging – parliamentarians from Estonia (Andrejev, Tomberg, Bronstein, vice speaker of Lithuania Parliament C. Jursenas, Finnish and Danish political scientists. At yesterday’s press conference Latvia’s Support Association to Schools with Russian Learning Language said that everything is ready for the conference of Russian students’ parents. More than 700 people have expressed willingness to participate at the conference.
