Latvian Prime Minister received a letter of congratulation from Russian Prime Minister M.Kasyanov. The letter was handed over by Russian Ambassador to Latvia A.Udaltsov. Prime Minister A.Berzins gave an interview to the Russian speaking newspaper Vesti Segodnya. Answering to the question about the right of vote for non-citizens to participate in municipal elections, he admitted that Latvia most probably would come to this, but maybe not during this election. But he pointed out that there were good possibilities for people who wanted to participate in the social and political life in this country. It is very important that as many people as possible would participate in municipal election. He also said that if he were in the Parliament he would vote for granting municipal election right to non-citizens.

On Wednesday Swedish Minister of Foreign Affairs A.Linda stated at a press conference that Russian reproaches about the court procedures in Latvia, started against former red guerrilla men, and the tone of them were not acceptable. Sweden had clearly pointed out to Russia that it had been a rude talk and therefore not acceptable to Sweden. The Minister also called EU member states to demonstrate greater support for Latvia.

On Tuesday Russia and Estonia agreed on basic principles of economic and trade co-operation. This gives reason for some hope that, after this agreement is signed and takes effect, Russia would be abolished double tariffs on Estonia export goods to Russia. So far Estonian party does not to celebrate this achievement considering that the break through will be achieved only when the agreement is really signed.

A solemn ceremony was held at the office of the Managing Director of Zemgale Suburb where one hundred residents of Zemgale and Kurzeme Suburbs received documents for granting them citizenship through the process of naturalisation. After several months of delay the government yesterday adopted the short version of the society integration program providing for the priority tasks in each of four fields civil participation, social integration, education and language. It was decided to establish the Society Integration Fund for financing the implementation. However, the government has not agreed on the institution that would coordinate the integration activities. Making of this decision was delayed for two weeks after the suggestion by Fatherland an Freedom/LNNK. The government supported setting up of the Society Integration Council and the Consultative Council. The estimated expenses during the first year are almost 133,000 lats.

The cards will be issued to all residents of Latvia for the use inside the country and passports will be mainly to travel abroad. On Monday, almost after one year period took place a meeting of Government Forming Factions Coalition Council. Former Government, led by A.Skele had refused from this Council, but now Prime Minister A.Berzins, respecting the opinion of TB/LNNK, decided to renew its activities. The Chairman of the Saeima faction For Human Rights in United Latvia J.Jurkans writes in Diena that Latvian parliamentarians have several times proved that they are not capable without an assistance of international institutions to take decisions (language, citizenship) that would consolidate society in Latvian. It means that there is a lack of convincing both internal and foreign policy and strategy.

Latvian Polish Community was indignant about the decision of the State Real Property Agency to rent out the piece of land that in 1994 the Finance Ministry allotted to construct a Polish school. Prosecutor General Office found this action of the SRPA to be illegal, but the Agency pointed out that the allotment of 1994 was not drawn up legally and was not valid from the very beginning.
