The Ministry of Justice informed that the OSCE High Commissioner High Commissioner Max van der Stoel had not proposed any radical changes in the State Language Law regulations but asked to specify several articles giving a possibility for too wide interpretation. Press Secretary A.Vitenburgs did not give any concrete details about these proposals, just said that they had received remarks about some uncertainties and a request to specify places allowing too wide interpretation. Russian speaking newspaperRussian speaking newspaper Chas writes that European experts have made proposals to 6 out of 9 regulations on implementing the State Language Law and add that in the diplomatic language it meant that two thirds of the regulations have been found useless and should be revised. Russian Foreign Ministry believes that the recent announcements of the OSCE High Commissioner Max van der Stoel on human rights situation in Estonia and Latvia are not objective, and the language situation in Estonia and Latvia constantly worsens. This announcement refers to Mr. Van der Stoel’s speech at the meeting of the OSCE Council where the situation of ethnic minorities in Estonia and Latvia was discussed. Russian Foreign Ministry states that the amendments to the language law do not solve the problems with using Russian in private companies. “Several OSCE countries constantly refuse to observe the opinion of ethnic minorities in Estonia and Latvia and their protests, as well as documents that restrict the language, culture, social and political rights of residents who do not belong to the indigenous people.”

Justice Ministry on Friday finished its work on the State Language Law regulations and sent the draft for conclusion to the OSCE High Commissioner Max van der Stoel. After receiving the conclusion from the OSCE, during this week the draft will be submitted for consideration in the meeting of the committee of the Cabinet of Ministers, possibly on August 14. The content of the draft in its current stage is not released for public.
