The Latvian Association for Support of Schools with Russian Language of Instruction (LAShOR) made a statement criticizing the draft National Identity and Society Integration Program elaborated by the Ministry of Culture. The LAShOR considers that the draft program does not allow preservation of ethnic identity because it stipulates that only by becoming ethnic Latvian a person can be a part of the state. The LAShOR believes that the draft program is wrong on its basis and will not promote integration.

An NGO Latvian Human Rights Committee (LHRC) prepared a letter addressed to the Organisation for Security and Co-operation in Europe (OSCE) about the problem of non-citizenship in Latvia. In the letter, the LHRC states that Latvia ignores international recommendations on this issue for many years. On 15 October it will become 20 years since Latvian residents got divided on citizens and non-citizens. The LHRC also collects of signatures of residents under the letter.
