Integration monitor

Integration monitor is a daily Latvian press digest on ethnic minority and society integration issues. The Monitor reviews the biggest Latvian dailies: Diena, Latvijas Avize, Neatkariga (in Latvian language), Vesti Segodnya (in Russian language). In specific cases other information sources are used. Latvian Centre for Human Rights is not responsible for information published by the media.

The Cabinet of Ministers supported draft amendments to the regulations on submission and revision of the naturalisation applications which ease some of the requirements. The new amendments shorten time period for repeated examination if the applicant has failed for the first time and widens a circle of persons exempt from Latvian language examination. According to the new order, if the applicant failed at the state language examination repeatedly the examination can be taken after three months (instead of six months as it is now), and repeated examination in Latvian Constitution and history can be taken after one month (instead of three months.) Those applicants for naturalisation who graduated non-Latvian language schools and received level D at centralised examination in Latvian language will be exempt from examination in state language (up to now, only graduators with level A, B and C were exempt from the examination.) Vesti Segodnya reports about a case of 80-year old man, citizen of Kazakhstan, who resides in Latvia since 2001 with daughters but struggles to receive permanent residence permit due to requirement to prove state language proficiency. The man complains about bureaucratic requirements to prove his poor state of health.
