Juris Bojars, leader of Latvia's Social Democratic Workers Party, claims that the Prime Minister's critique over unfruitful work at the Riga City Council by the social democrats, is proof of hostility and arrogance. Bojars told BNS that the Prime Minister, Andris Berzins, has always been "very hostile and arrogant, with no intellectual basis." "Confucius has said that, if you want to lead then don't hope for fast results," said Bojars. He said that the new Riga City council has been working for only three months and that he doubts if Berzins, former Riga mayor, had achieved as much in the same time. "Establishing a Riga City Council coalition took one and a half months alone, because For Fatherland and Freedom/LNNK tried to manipulate in all sorts of ways," said Bojars. The social democrat leader considers the democratization of the city council's work the biggest achievement carried out by the council faction, including Russian speakers in the work of the council. "This has taken away the arguments from a number of hostile forces in neighboring countries. After the visit of Riga City Mayor G.Bojars’s visit to Moscow Riga City Council has received already the second proposal for co-operation from their Russian colleagues. The first proposal came at the beginning of July and it was just a draft on general co-operation. This time it is a more elaborated draft of co-operation agreement that would be concluded for three years. Some of the articles of this agreement attracted special attention of Latvian deputies; e.g. Article 7 stipulated that both parties “within the limits f their authority ensure a possibility for representatives of national minorities to receive secondary education in their mother tongue.

The current Latvian ambassador to Estonia, Gints Jegermans, will be transferred to New York this fall to take place as Latvia's ambassador to the UN in New York, reported diplomatic sources. Latvia has not yet announced to Estonia that its ambassador will be changing, and no replacement is known to be named as yet. Jegermans is set to visit top Estonian officials to bid farewell in September, to later return to Latvia and head for New York in November. Latvia's representative to UN in New York is currently Janis Priedkalns, previously having run for president.

Latvia and France at the close of French President Jacques Chirac's visit in Latvia reached agreement in principle on the compensation payment for the former Latvian embassy building in Paris which currently is used by Russian diplomats, Latvian president's spokeswoman said. Latvia and France also agreed that "agreement on the compensation payment will be closed during the coming weeks" but the essence of the agreement is not being disclosed.

The opinion of the United States on admission of Baltic states to NATO, which is not known yet, will play the ruling role on the issue and, in the event the US supports it, France will be unable not to support the wish of the three Baltic states to become the alliance's member countries. France's President Jacques Chirac supports Latvia's rights to NATO integration, as he believes that each country has the right to choose its own allies in the field of security. Chirac spoke of his views in an interview published in daily Diena on Friday, given before his visit to the Baltic States began in Lithuania yesterday. "...I support Latvia's legitimate rights to integrate into the North Atlantic alliance, as each country has the right to freely choose its allies in the field of security," said Chirac. He also said that while visiting in Latvia he would like to emphasize a number of things. "Firstly that France completely supports Latvia's EU candidacy and I am glad that the Nice treaty has confirmed the country's belonging to the Europe of tomorrow," said Chirac in the interview.

The European Court of Human Rights has registered a complaint from Latvia's resident over changing a Russian surname, adapting it to Latvian language rules in a non-citizen's passport, a Riga city council member who also is on Latvian Human Rights Committee said. The complaint has been sent by Lidija Kuharec whose surname has been changed to Kuhareca in her Latvian non-citizen passport issued in 1999. She believes this has violated her right to inviolability of privacy. In her claim to the court she asks the violation of her right be eliminated as well as demands compensation for moral and material damage incurred as a result of distortion of her surname.

Advisor to the Mayor of Moscow A.Pereligin was included in the list of persons non grata of Latvia. He is an expert on economic relations between Russia and Latvia, and he was quite frequently visiting Latvia. But now it is almost a year since he is not allowed to come here. And it could turn into a political scandal because Mr.Pereligin was included in the official delegation of Moscow’ s delegation to the celebration of Riga 800 anniversary.

Latvian Prime Minister criticized authors of United Nations Human Development Report over using narrow information sources and contradictions in report's content. The remark by Andris Berzins came Wednesday opening forum on open policy in Latvia. While saying such studies are needed the premier noted they also have their drawbacks. The premier reproached Latvian authors who developed the report at the order of UN Development Program using of too narrow sources of information which prevents from drawing sufficiently unbiased and broad conclusions. He said the researchers made such a study for the first time so they did not have experience to base on therefore thesis of the report, in his opinion, at times are declarative and contradictory.

V.Lacis finds A.Garda to be a patriot of Latvia who is not afraid to speak out the truth that 700 000 Soviet time colonists should leave Latvia.
