Leader of the political party the Concord Centre (CC) Nils Usakovs appealed to the Prime Minister Valdis Dombrovskis with an open letter. In the letter Mr. Usakovs stated that the CCs voters are as equal citizens as those who voted for other parties and, therefore, Mr. Dombrovskis has no rights to accuse them in Stalins crimes only because they are ethnic Russians. According to Mr. Usakovs, the CCs voters have never occupied anyone and they should not justify themselves only because their ethnic belonging seems suspicious to the Prime Minister. As reported, the Prime Minister set condition for the CC to acknowledge the fact of occupation of Latvia in order to become part of the government coalition. Vesti Segodnya

The Unity elaborated draft amendments to the Law on Citizenship allowing dual citizenship. The Unity proposes to allow dual citizenship to those children who were born abroad in a family of at least one Latvian citizen and received citizenship of other country automatically. The proposal could potentially exclude children of naturalised citizens from this opportunity. Dual citizenship also could be allowed to those persons who emigrated from Latvia due to Nazi or Soviet occupation and their descendants who did not apply for Latvian citizenship until 1995. Presently, only those Latvian emigrants who registered as citizens until 1995 are allowed to have dual citizenship. The Unity elaborated draft amendments to the Law on Citizenship allowing dual citizenship. Latvijas Avize prints an article about the draft Society Integration Guidelines elaborated by the Ministry of Justice. According to the newspaper, even though the Guidelines stresses that integration should be based on state language, the role of state language in interethnic communication is reduced comparing to the previous variants of the draft Guidelines, because the latest Guidelines say that proficiency in various languages has its role in establishment of dialogue among ethnic and wider groups of residents.
