NGO Capacity Building to Combat Online Hate

Latvian Centre for Human Rights together with the Latvian Council of Jews Congregations and Communities began a project supported by the Society Integration Foundation "NGO Capacity Building to Combat Online Hate”

The project is implemented in the framework of the European Economic Zone grants 2009-2014 under the subprogram “NGO project measure”.

The aim of the project is to promote understanding and develop the capacity of individuals and representatives of different minority groups to identify and effectively react to incitement to hatred on the internet and other public space.

The direct target group of the project are representatives of minorities and youths, as well as NGOs representing the rights and interests of these groups.

The project will result in:
1) Raised capacity of minority and youth NGOs in identifying hate speech by providing training and monitoring of hateful content on the internet
2) Publication of brochure on manifestations of anti-semitism, prepared material on EU/EEA legislation and case law on hate crimes on grounds of  disability, sexual orientation, etc. translation of selected landmark judgements of the European Court of Human Rights into Latvia
3) Organisation of international conference on effective ways of combating hate speech on the internet and other public space

Project duration: 24 months - from 1 November 2013 – 1 November 2015

Project total budget is  62 768,35 LVL or 89 311,32 EUR (90% or 56 491,51 LVL (80 380,18 EUR) is funded by the EEA grants (95%) and Latvian state (5%) and 10% or 6 276,84LVL (8 931,14 EUR) is co-funded by the LCHR.

PROJECT'S PROGRESS

November 2013 – February 2014

  1. Prepared description for a training course „Restricting incitement of hatred on the Internet – substantive and technical issues”
  2. Started work on planning of the training course
  3. Created section Hate Speech in the Discrimination data based on the LCHR web site. The section included information about legal regulations, international legal documents, and court rulings and publications bout hate speech and hate crimes.
  1. Identified the European Court of Human Rights’ ruling for translation - Case Nachova and Others v. Bulgaria (06.07.2005.).

March 2014 – June 2014

  1. Conducted three-day training course „Restricting incitement of hatred on the Internet – substantive and technical issues” (23, 24, 29 April) for young people representing different local NGOs.
  2. Prepared the guidelines for monitoring of hateful content on the Internet
  3. Began monitoring of hate speech online
  4. Translated into Latvian and published the EcHR ruling Case Nachova and Others v. Bulgaria
  5. Identified second EcHR ruling AFFAIRE FÉRET c. BELGIQUE (Requête no 15615/07) for translation
  6. Updated Hate speech section in the LCHR web site

June 2014 – October 2014

  1. Monitoring of the online hate speech continues
  2. Preparation for the study visit began
  3. Preparation of the brochure on manifestation and history of anti-Semitism began
  4. Hate speech and hate crimes database on the LCHR website updated

November 2014 -  February 2015

  1. Training course for young people „Restricting incitement of hatred on the Internet – substantive and technical issues” improved
  2. Several meeting with youth organisations organised with an aim to inform them about hate speech issues and planned training
  3. Overview about the results of the conducted online hate speech monitoring is prepared. The overview is published on the website and sent to media. It is available in Latvian, Russian and English
  4. The second stage of the monitoring continues
  5. Planning of the study visit continues
  6. Preparation of the anti-Semitism brochure continues
  7. Preparation of the overview paper on the developments in prevention of hate crimes and hate speech in the EU/EEA began
  8. The third ECHR judgment identified for translation
  9. Hate speech and hate crimes database on the LCHR website updated

March 2015 – June 2015

  1. Second three-day training course „Restricting incitement of hatred on the Internet – substantive and technical issues” improved and conducted
  2. Study visit to the Netherlands conducted
  3. Second stage of the online hate speech continues
  4. Preparation of the anti-Semitism brochure continues
  5. Preparation of the overview paper on the developments in prevention of hate crimes and hate speech in the EU/EEA continues
  6. ECHR judgement VEJDELAND AND OTHERS v. SWEDEN translated. The four judgement for translation identified

July 2015 – October 2015

  1. The second staged of the online hate speech monitoring finished and the overview is prepared and distributed to media and wider public
  2. Preparation of the anti-Semitism brochure finished and published
  3. Preparation of the overview paper on the developments in prevention of hate crimes and hate speech in the EU/EEA finished and published
  4. ECHR judgment ĐORĐEVIĆ v. CROATIA translated and published
  5. Online database on hate speech and hate crimes issues is restructured and updated
  6. International conference “Effective ways of addressing hate crimes and hate speech” is conducted in Riga.
