A group of prominent American politicians and analysts addressed President Clinton with an open letter calling upon the President to suspend the enlargement of NATO. The letter points at the complications that may be caused by the Baltic states joining the bloc. Admitting the three countries to NATO would damage the relations between the West and Russia. Forty-one countries have recognized the new Latvian alien passports. Still, the Russian Ministry of Foreign Affairs has not recognized the document yet and claims it to contradict the UN Convention on Reduction of Statelessness. In an interview for "DIENA" Mr. Espersen explained that the Commissioner would provide recommendations on minority issues and observance of human rights. The Commissioner's tasks would be similar to those of a national ombudsman and would comprise the entire spectrum of human rights issues. As examples of such issues Mr. Espersen mentioned the draft law restricting the right of newly formed political parties to participate in elections and a suggested provision of the Language Law demanding a mandatory use of the Latvian language during all public events. Mr. Espersen believes that an Ombudsman should be elected by the Parliament but not appointed by the Cabinet, as suggested by the Latvian Government. He also pointed at the importance of abolishing capital punishment for bringing the Latvian legislation into compliance with EU norms. Mr. Espersen spoke in favor of simplifying the naturalization procedure and called upon Latvia to display a more pragmatic approach in resolving the problem of its large number of non-citizens. Diena

The Prosecutor General's Office has discovered that Minister of Agriculture Roberts Dilba ("The Farmers' Union") violated the Anti-Corruption Law by not stating his shares in two companies when declaring his annual income in 1996 and 1997. The Prosecutor General's Office will not institute criminal proceedings against Mr. Dilba. The Office still has not accomplished the investigation of Minister of Communications Kristopans' case. Five Ministers have already been officially accused of violating the Anti-corruption Law. Minister of Culture Rihards Piks and Minister of Health Juris Vinkelis had to resign. The aim of the visit is introducing the draft Baltic-American Charter to the Latvian Government. At a press-conference Mr. Vinhas said that the large number of non-citizens is a problem to be resolved by the Latvian Government. He stressed that the European Union was aware of the country's history. Still, Latvia had to "pay political and economic charges" to enter the EU, said Mr. Vinhas. In his report at the conference Mr. Vinhas said that the existence of the large number of non-citizens did not comply with EU principles. He referred to EU Commissioner van den Broek's recommendations for Latvia on human rights issues. The recommendations suggested focusing efforts on citizenship-related issues, accelerating naturalization and abolishing restrictions of non-citizens' rights. Last SaturdayLast Saturday "Tevzemei un Brivibai" and the LNNK officially merged into "a national conservative political organization". The founding congress of the organization elected Maris Grinblats Chairman of the new party. Juris Dobelis was elected Deputy-Chairman. After accomplishing a registration procedure the new political party will establish a faction. The "Tevzemei un Brivibai"/LNNK faction will have seventeen seats, fourteen seats being held by "TB" members. LNNK members Juris Dobelis, Peteris Tabuns and Anna Seile will take remaining three seats. Former head of the LNNK faction Aleksandrs Kirsteins has established the National Party for Reforms. Speakers at the founding congress of the "TB"/LNNK party criticized Kirsteins' party for "forsaking the principles of nationalism." The program of the new party provides for safeguarding the Citizenship Law in its current reading, encouraging repatriation of non-citizens and supporting businesses owned by ethnic Latvians. Mr. Skuja said that the Latvian side would restore the Monument to the Liberators of Riga damaged by the recent terrorist attack. The repair costs are Ls 10,500 while Ls 26,000 are allotted by the Riga City Hall to maintain the Monument this year. Minister of Foreign Affairs Birkavs toldMinister of Foreign Affairs Birkavs told "SM" that the Ministry was concerned about Russia's refusal to recognize new alien passports. He believes that Russia has to recognize the passports. Otherwise, it will be restricting non-citizens' freedom of travel. The Saeima adopted a provision suggested by "Tevzemei un Brivibai". The provision provides for applying the Convention only to refugees entering Latvia from European countries.
