This time the publisher has asked lawyers and other interested persons to submit proposals for a bill about Latvia's decolonization and amendments to the criminal law introducing liability for refusing decolonization. The press release also contained some suggestions about likely proposals for the contest. For example, the article to be added to the criminal law could read as follows: "The punishment for genocide, i.e., intentional action aimed at full or partial rejection of Latvia's decolonization, thus creating conditions for full or partial extermination of the Latvian people, purposefully... leading to gradual extinction of Latvian culture and language, subsequently deteriorating the living conditions of Latvians, by promoting 'integration' in mass media, shall be imprisonment from 3 to 20 years or a life sentence." The deadline for submitting proposals in the latest contest is set at Oct. 15. The winner of the contest will be awarded the prize of 300 lats (USD 480). Vieda may again publish a collection of the essays. "It is a happy coincidence that Russia and Latvia have the same interests as regards repatriation of colonists. ... Russia needs at least 700,000 compatriots returning to it annually to ensure its normal development as a nation, the publisher said in its statement. Constitution Protection Office (CPO) deputy chief Uldis Dzenitis told BNS that Vieda "is good at balancing on the edge between expressing one's opinion and committing a criminal offence. He said for now neither the CPO nor the prosecutor's office had any reason to "rush in with decisions." Nevertheless, Vieda remains in the focus of our attention, and they know it, added Dzenitis.

When Latvia embarked on its independence drive, Zhdanok was very active in the pro-Soviet Interfront movement seeking to crush Latvia's hopes for seceding from the Soviet Union. Because of her Communist past, Zhdanok cannot take any elected office as a lawmaker or a city council member under the effective Latvian law but there's no law prohibiting former Communists from holding executive offices. During her visit Latvia's president is also set to meet the first president of South Africa, Nelson Mandela. This will be the first time Latvia takes part in the event. The 3rd UN conference against racism, discrimination, xenophobia, and hatred is one of the most important UN conferences in 2001. It is expected that the conference participants will sign a declaration and action plan for governments of the world. Latvia's Foreign Minister Indulis Berzins will be participating in the meeting of Nordic and Baltic foreign ministers in Helsinki on Tuesday and Wednesday. The meeting intends to address the enlargement perspectives of the European Union and NATO, the influence these processes will have on the region's future, performance and potential of other international organisations in ensuring security of the Baltic Sea region. Other issues to be discussed at the conference in the Finnish capital is the future of Russia's Baltic enclave of Kaliningrad, environment and nuclear safety, and the countries' positions in international organisations - the United Nations and the Council of Europe, which will soon be presided by Lithuania.

Latvia's achievements for NATO integration next year by the summit meeting in Prague will be decisive, the decision made in Prague will be based on these achievements, said Denmark's Foreign Minister Mogens Lykketoft in a speech while in Riga for a one-day visit. Saeima FHRUL deputy B.Cilevich sees the Foundation as the main tool for the fair distribution of funds donated by foreign investors. A US Republican senator, currently on visit to Latvia, is optimistic about the Baltic states' chances to be handed invitations to join NATO at the alliance's summit in Prague in late 2002. Senator Richard G. Lugar for the state of Indiana, speaking to the press Saturday in Riga, said that the Latvian armed forces had made a major progress since restoration of the country's independence in 1991, although the process had started "with a screech." At present the Baltic defence forces can be compared to NATO member states' armies, however. According to Lugar, now the question was not about the possible threat of the Baltic States not getting the invitation, it was about the development of the NATO enlargement process as such. The US senator said there still is not enough information to build a more constructive dialogue about admission of the Baltic States to NATO while certain enthusiasm about expanding the alliance does exist. "Russia with growing interests follows developments in admission of new members to NATO, in particular as regards the Baltic States, and is bound to pay more attention to defence and security issues. While we debate with Russia about which and how many new NATO candidates there can be, the criteria remain the same for all," said Lugar. He mentioned economic growth, removal of trade barriers and human rights as the main political ideals to be used by the candidate states as a basis, presuming that in these aspects the Russian policy may be consistent with NATO requirements "The NATO doors remain open for all candidates, also Russia, and the question about admitting Russia definitely has to be discussed with more intensity at the summit debates in future," said the US senator. History teacher Andris Berzins can be proud as he has secured for himself a place in the history records as the head of the most long-lived government in Latvia since restoration of the country's independence in 1991. Berzins has survived in the Latvian premier's office for one year, three months, 21 days and still counting. Frequent change of government is not unusual for Latvia.
