Latvian Citizenship and Migration Department is set to incorporate recommendations of ministries in the draft immigration law by the end of the week to eliminate deficiencies and disparity of the effective legislation to the European Union requirements and norms, a spokeswoman said. Laine Boldane quoted Citizenship and Migration Department deputy chief Maira Roze as saying that under the new draft legislation, regulating stay of foreigners and stateless persons in Latvia, the foreigners will be entitled to receive a permanent residence permit in Latvia after ten years spent here non-stop holding a temporary residence permit.

The People's Party's (TP) Saeima faction will not vote for a national budget and volumes of taxes that do not coincide with TP's stance, TP Chairman Andris Skele said today during the TP Saeima faction's meeting with Prime Minister Andris Berzins. Skele stressed that TP has already accepted not lowering real estate tax and social tax, and does not insist any longer on entirely giving up corporate income tax, however, there is no more room to step back for the party.

Latvia's Parliament Speaker, Janis Straume, met with Lithuania's Prime Minister, Algirdas Brazauskas, in Riga on Thursday and discussed the good mutual relations between both countries and developing these relations in future. The Latvian Parliament reported that during their meeting, Straume said that Latvian and Lithuanian relations have developed successfully. He reminded that an active inter-governmental political dialogue has established on all levels, giving the possibility for regular information exchange on significant foreign policy issues, namely EU and NAT enlargement, the political and practical aspects of these issues.

Talks on the budget for 2002 are almost in a deadlock position, Prime Minister Andris Berzins said in an interview on Latvian State Radio today in commenting on the government's debate on the national budget for next year. The premier said that the delay is because Ministry of Finance is changing its stance frequently, and Finance Minister Gundars Berzins thinks, "he is the only person who has the right to decide financial matters". Minister of Foreign Affairs I.Berzins explained that if Mr. Powell would like this letter to be public he would have stated so. These radicals think that the state has to provide all financing for departure (read – eviction) of non-Latvians from the state. If this gets support in the parliament the idea of de-occupation and “de-colonization” will be implemented; on the account of taxpayers.

The European Court of Human Rights Nov. 14 will hear parties in a case opened after complaint by a family of Russian military who sued Latvian state over violating their right to inviolability of family life by deporting the family from the country, the court reported. Latvian representative at the European Court of Human Rights, Kristine Malinovska, told BNS a panel of 17 judges in a hearing in the Grand Chamber will hear arguments and considerations by both the Shlivenko family and the Latvian state on whether the case falls into the court's competence and on the merit of the case and will then decide which part of the complaint should be accepted for consideration and which would be rejected.

All three Baltic countries want to boost cooperation with Russia, and the United States have been also informed about this goal, Minister of Foreign Affairs Indulis Berzins said in an interview on Latvian state radio today in commenting on the appeal made by the U.S. Secretary of State Colin Powell requesting to set series of measures in order to facilitate the implementation of the U.S. and Baltic Partnership Charter. Berzins believes that Baltic-Russian cooperation noted in the letter from Powell is meant as a signal both for Russia and the Baltic countries. "We may offer good relations with Russia, and we have always done so," the minister stressed.

Head of DCMA M.Bicevskis informed the Saeima Citizenship Law Implementation Commission that if the Saeima adopted in October the necessary amendments to laws Latvian residents might be able from the beginning of the next year to receive the new passports but the new ID cards could be issued no sooner that 2003. Now Saeima commissions discuss amendments to several laws to stipulate that in these new passports will be nether marriage or divorce record, but will be permission or prohibition to use the bearer’s body for medical purposes after his death.

The Department is technically ready to issue them now but is not possible due to some legislative problems. During this meeting a strong discussion started why there was no demand to record persons ethnicity. Mr.Bicevskis explained the deputies that the page containing information on the person had to be made according international standards and would be machine readable therefore there was no record of ethnicity. He added that theoretically it could be done in some other page. Chairman of the Latvian parliament's European Affairs Commission, Edvins Inkens, the OSCE mission head in Latvia, Peter Semneby and his deputy Neil Brennan believe that the successful public integration process in Latvia could act as a stimulus for Latvia's speedier accession to the EU. Speaking of the integration process and its perspectives, Inkens emphasised that it is very significant for the process to occur naturally. "People need time to adapt to a new situation. Furthermore, non-citizens must choose to irrevocably bind their life with our country and become Latvian citizens; in this sense it must be based on the voluntary principles, and no pressure is admissible," said Inkens. He also said that the most important thing is not how many non-citizens gain citizenship each year, but to what extent they have integrated into Latvia's society. In conclusion, the meeting also touched upon the possible closing of the OSCE mission in Latvia. Latvia hopes the mission to be closed by the end of this year.

According to opinion polls conducted by SKDS sociological research centre this August over a half or 53.6 % of Latvian population agree that it is in Latvia's interests to gain admission to the alliance as soon as possible. The number of people opposing Latvia's membership in NATO has reduced a little over two years, from 35.4 % in 1999 to 31.1 % in August 2001. Undecided respondents made up 14.6 %.

New daily Russian newspaper

New daily Russian newspaper Telegraf will appear in the Latvian press market taking the place of the newspaper Respublika. The owner of the new newspaper is the President of Baltic International Bank V. Belokon. He was on the focus of societys attention at the beginning of September when wanted to donate LVL 50 000 to Repses party. Respublika was published by the company Our Investment Foundation where V.Belokon was the chairperson of the Board. The new newspaper Telegraf will be quite different from Respublika which main flaw was inability to take and present its own position. The publishers claim that the newspaper does not have any relation with Repses party. Diena
