The article published in Diena with the title Language – the Key to NATO. Latvia's chances at getting invited to join NATO at the alliance's summit in Prague this November are most directly tied to the removal of language qualifications under existing election laws, said NATO Secretary General George Robertson on a visit to Riga. Addressing Latvian lawmakers on Thursday, Robertson said the Alliance will watch attentively at all actions taken by Latvia this year, being in the focus of attention. Latvian President Vaira Vike-Freiberga hopes that comments by visiting NATO Secretary General George Robertson on the language issue would make Latvian lawmakers to realize that election laws have to be amended to remove language qualifications for candidates. MPs of the ruling parties inquired by news agency LETA were rather sceptical after the meeting and did not voice readiness to amend the Election Law in the closest future. Addressing the Parliament NATO Secretary General did not deny that new requirements could be set till the summit in Prague, as "democracy is a dynamic process." Lord Robertson also stressed that these possible requirements will not be intentionally created to prevent Latvia from NATO membership and they will definitely are not going to be linked with Russias influence. Robertson urged candidate countries to follow up on keeping democratic standards according to the needs of society. Only the current 19 NATO member states will decide about the acceptance of the new member states, other countries will not have any influence on this decision, said NATOs top official. G.Robertson denied that the decision on which candidate countries should be invited to join NATO is already taken, noting that the decision will be taken in November, and till that time correspondence of the candidate countries to NATO standards will be evaluated. NATO Secretary General assured that Latvia has all chances to be invited, emphasizing that NATO membership is not only honor but also huge responsibility.

At the talks with the Latvian foreign minister in Riga on Thursday NATO Secretary General George Robertson again inquired about possibility of the Baltic State changing its elections laws to abolish language qualifications for candidates.

Foreign Policy Institute director Atis Lejins provides arguments why Latvia should join NATO. Lejins writes that NATO membership is neither caprice of politicians nor a harsh necessity. He believes that Latvia’s membership to NATO will bring different perception about the Latvians themselves - “then we will become really free and independent”. Second, when Latvia becomes NATO member state Russia will have to sign and ratify border agreement and, third, Latvia will be involved in building relationship between NATO and Russia.

Dienas columnist says that amendments to the Constitution, proposed by the ruling coalition parties, which are meant to strengthen the status of the state language, show, at best, the politicians inability to formulate goals of vital importance to the state and the means for accomplishing such goals. Thus quite soon the decision should be taken about the removal of this norm from the Constitution and that would create increased internal tension in the country. editorial is about MPs proposals regarding the amendments to the Constitution to secure the Latvian language by Aivars Ozolins. MoF was also charged to examine whether any new requirements, like the ones Russia just put forward for Estonia, could be set for Latvia, as well as MoF has to analyze whether USA partners in Europe will not use such requirements as new conditions for Latvia’s acceptance to NATO.

Amending the Election Law is not my personal wish, President Vaira Vike-Freiberga stressed in an interview on National Radio yesterday. Such a proposal was put forward after the OSCE completed evaluation of Latvia’s legislation, the President said. Both NATO and European Union countries are the members of the OSCE. Countries that support Latvia's move to both these organizations have clearly said that Latvia must observe OSCE's recommendations, explained Vike-Freiberga. The President said that if the OSCE Mission had not been closed in Latvia, Latvia's chances of joining NATO would have been much poorer. "In this context, when questions arose about the closing of the OSCE Mission, I came out with the proposal, as this law is not in order in Latvia, as it should be," said Vike-Freiberga. "Our deputies, our government knew for a long time about it, they "played ostrich” and thought: if no one pays attention to the problem, it would disappear."

"The Framework Convention on the Protection of National Minorities needs to be ratified in order to promote integration," Ramona Umblija, Council chairwoman at Latvia's Society Integration Foundation says in an interview in the newspaper Chas. According to Umblija, such a move would be a major step towards promoting integration at the legislative level, as after the convention is ratified, all laws should be harmonized with it. Umblija also believes that a ministry should be set up to deal with ethnic minority matters. Umblija draws the example of Estonia, where such a ministry has been established. She believes this would facilitate tackling integration matters in Latvia. The Council of Europe's Information and Documentation Center last year staged a discussion on problems linked with the ratification of the Convention on the Protection of National Minorities in Latvia. Letters inquiring whether Latvia needs to ratify the Convention were sent to twenty four various political parties, non-governmental organizations and local governments. Eight replies were received in support of the ratification of the Convention, two said that Latvia should not ratify it. FF/LNNK factions at Saeima and Riga City Council believe that ratifying the Convention would endanger and hinder implementation of the integration program. The ratification of the Convention was supported by Latvias Way. FHRUL believes that Latvia must ratify the Convention and do so without any excuses. The People's Party believes that Latvia should ratify the Convention, provided that this would not make the status of the state language in Latvia decline. The ratification of the Convention is also supported by the Russian Community in Latvia and the Association of Ethnic Culture Unions in Latvia. LETA
