The biggest problem in this field is that during Soviet times all traditions of civic education have been lost and that is why nowadays the emphasis should be put on civic education at schools. The OSCE and International Association for Evaluation of Educational Education carry out studies in different spheres of education – reading ability, mathematics, foreign languages, etc. – and obtained evaluations are included in education indicators system. According to this system the evaluation of civic education in Latvias schools was carried out. Since November last year 63 stateless persons have been registered. The majority of these persons are the former citizens of the USSR. In order to obtain the status of a stateless person the applicant has to meet several criteria – he/she cannot be the citizen or non-citizen of Latvia, or citizen of any other country, a person should not has asked the status of a refugee in other countries.

The Saeima passed and the President promulgated the amendments to the law “On the Central Electoral Commission” and amendments to the Law “On the Electoral Commissions of Towns, Districts, Rural Communities and Constituency Commissions”, amendments to the Law “On the Entry and Residence of Foreigners and Stateless persons in the Republic of Latvia”.
