With the adoption of the National Integration Program in Latvia has completed the three years long period. E.Aldermane, Naturalization Board Head says that this support of the government just means the beginning of hard work. But it needs financing that is still to be fight for. Therefore it is so important to adopt a law on Integration Fund. If the parliament members reject the draft law that is under discussion at the Saeima commissions, the implementation of the integration program would be hindered. Nevertheless Ms. Aldermane hopes that the financing will be found.

Z.Katc in Respublika is not satisfied with the decision of the government to charge the Education Content and Examination Center of the Ministry of Education and Science to test persons state language proficiency level. So far it was easy for those who decided to take this test, they paid the fee and went to the local municipality to take the test. But these local examination commissions as if applied different demands and differently interpreted corresponding norms. From now such commissions will be only in Riga and Daugavpils. In Liepaja, Valmiera, Jelgava, Venspils and Rezekne will be stationed only coordinators who ill collect the information on applicants and, basing on these data commissions will be sent to the places with enough number of applicants.

The government of Great Britain will allocate 50 000 pounds for the National State Language Training Program this year. It is stipulated in the agreement concluded between GB and UNDP. Latvian Minister of Foreign Affairs I.Berzins thinks that Latvian – Russian relations have not been bad, just inactive. In an interview he stated that a proof for such a state were the facts that both countries had not signed agreements prepared long time ago, no meetings of state officials had taken place and the intergovernmental commission had not worked.

To point out the role of education in the process of public social integration and economical development of regions, President V.Vike-Freiberga went on a three-day visit to Rezekne and Ludza Regions. The proposal of Riga City Council faction For Human Rights in United Latvia to establish a Council of non-citizens caused different reaction among politicians. The leader of For Human Rights in United Latvia block J.Jurkans supports this idea because a two-community society is a reality in Latvia and the Council could help to unite the society. comments that this program was adopted secretly as a modern medicine for alcohol addicts – hiding this news from the very addicts. The subjects of this program will not know that they have been started to integrate because firstly - there is no effective mechanism for implementing this program, secondly – lack of political will to do a real integration, and thirdly – according to the opinion of the opposition, from the very beginning the program was developed just for show-off and receiving financial support from the West. The Cabinet of Ministers accepted the procedure according to which persons were deprived of their non-citizen status. The regulations stipulate that a decision of depriving a person of his/her non-citizen status shall be taken by the DCMA Head or his authorized official. DCMA is authorized to start verification itself and also basing on an application of another state or local government institution, as well as a physical and juridical person if there is grounds to consider that a person has no legal right for this status. Person’s avoiding or refusal to provide explanation may not serve as an excuse for not taking a decision of depriving him/her of non-citizen status. Check-up may last for three months, in some special cases – four months. A DCMA decision may be appealed within one month since it has taken effect.

Latvian Prime Minister A.Berzins assured editors-in-chief of regional newspapers that the government was more stable than any time before. A.Berzins added that it was achieved disregarding the decision of the New Faction to work in the opposition. MP S.Dolgopolov informed that a working group of three lawyers from the faction For Human Rights in United Latvia finished the draft of Council of Non-citizens and it was planned to submit this draft to the present Riga City Council. The developers of this draft are sure about the necessity of their work because there are too many people in Riga deprived of their right of political representation and consequently – participating in city’s life.
