Press Review

On March 30 the Cabinet of Ministers and the President discussed the agreements with Russia. During a TV press-conference the President noted that there were certain complicated issues that needed additional consideration. He also pointed out that before a summit with President Yeltsin he would like to meet with European politicians to find out their opinion on the agreements and to acquire certain guarantees. The Cabinet of Ministers is also expected to issue a political statement in support of the ratification of the agreements stressing the importance of the naming of a definite deadline for troop withdrawal. According to the BNS Agency Estonian Parliament speaker Ulo Nugis said that the initialled agreement on pensioned servicemen could complicate negotiations between Estonia and Russia.

During his press-conference in Moscow the leader of the Liberal-Democratic Party of Russia Mr.Vladimir Zhirinovski referring to the agreement between Russia and the Baltic states promised to "dump all the agreements concluded by the current Russian Government." He also said that after he wins the election Latvia would be incorporated into the Russian Empire, while Estonia will be left Tallinn and a small island around it, and Lithuania will have Kaunas, Sauliai, and Panevezis. The Commission suggests that the double-citizenship principle should be supported by mutual agreements and believes that such approach cannot be evaluated as an interference into internal affairs of a country. The recommendation says that "thousands of people in Latvia, Estonia, and Lithuania are deprived of citizenship which limits their political and property rights and casts doubt on their right to reside in these countries". The Saema Commission for Human Rights has submitted the draft law on politically repressed to the Presidium of the Saema. The law defines as "politically repressed" Latvian citizens and permanent residents who suffered during the Communist regime after June 17, 1940 and during the Nazi occupation. OSTANKINO TV has not paid the debt of over $ 180,000 for the re-broadcasting of its programs. The Estonian side sent a text of a new contract to be signed with OSTANKINO TV after the debt is paid. The Russian TV company has not received any aid from the Ministry of Finance and is currently on the verge of bankruptcy.

On March 26 the Council of LNNK adopted a joint statement by LNNK and the LNNK Saema fraction "On the Talks with Russia". The statement says that the agreement initialled in Moscow contradicts the UN resolution and the CSCE declaration on complete and unconditional troop withdrawal from Latvia. LNNK believes that the ratification of the agreements will lead to the involvement of Latvia into the sphere of Russian influence and threaten the survival of Latvian people. The LNNK Council called upon the President to refuse to ratify the agreement. It is also suggested that the Saema should urgently adopt the Law on the Aliens and the Stateless and to form a new delegation to the talks with Russia to discuss the issues of repatriation, the Abrene area, and compensation for the damages caused by the USSR to the independent state of Latvia. The statement also demands that the Saema should adopt the decree on the referendum on Skrunda and on pensioned Russian officers. "OSTANKINO" TV & Radio Company cannot finance the re-broadcasting of its programs in the Baltic states, said the Vice-Chairman of the company Mr.Grigory Shevelev. He added that the Ministry of Finance of Russia could possibly help to solve the problem. "OSTANKINO" TV has not paid for the re-broadcasting since January and has not signed a contract with the latvian TV for this year. The stopping the re-broadcasting will be considered by the Latvian Council for TV and Radio Broadcasting on April 4.

He also believes that Russia could be willing to ratify the agreement before June 30. The Draft Law on the Status of the Politically Oppressed does not provide any definite benefits to the people who were taken to Latvia by the Nazis by force and were used as agricultural workers or were put in a concentration camp. Instead the Draft Law suggests that compensation to such persons should be paid by the country whose Communist or Fascist regime was responsible for the imprisonment or exile. the author of the article also points out that some of the Latvian citizens responsible for the "evacuation" of the civilians to concentration camps will receive the status of politically oppressed.
