Latvia's hopes for the closure of the OSCE mission operating here since 1994 could come true on Monday as the OSCE Permanent Council in Vienna Dec. 20 will look into the matter, Foreign Ministry and OSCE mission in Latvia reported. Latvia's top officials, including President Vaira Vike-Freiberga, Prime Minister Andris Berzins and Foreign Minister Indulis Berzins, have voiced conviction the OSCE mission has fulfilled guidelines under its mandate therefore it should be closed before the end of the year, like the mission in Estonia. Diena commentator in Brussels writes that the OSCE decision on closing the OSCE Mission to Latvia will be one of the most difficult the organisation has taken during the last years. Latvias stubborn unwillingness to amend the election law and the critical position on this attitude from one part of the OSCE member states and the Permanent Council, that has to decide what to do, makes a difficult dilemma for the Council.

The Interior ministry has submitted to the government amendments to the state language law envisaging that prosecutor's office and police will be allowed to submit to courts materials of criminal cases without translating them into the state language. The ministry explained the amendments are needed due to the shortage of funds as in 2002 as many as 1.5 million lats (USD 2.38 Million) are needed for the purpose. The State Language Center meanwhile regards these amendments as a regular restriction of rights of the Latvian language.

It seems that the planned transition to the tuition in the Latvian language in secondary schools from 2004 could become on of the major topics before the next Saeima election. Only a few days after the President Vaira Vike-Freiberga spoke out the necessity to amend the election laws, Latvia’s pro-Russian politicians expressed a hope that the President could also speak against the norm in the State education law stipulated transition to the tuition in the state language. Russian-speaking newspaper Chas interviewed the leader of Social Democrats Saeima faction E.Baldzens. Most of the interview was about Social Democrats relations with the union For Human Rights in United Latvia. Mr.Baldzens thinks that FHRUL like FF/LNNK is a strictly nationally orientated union, and it does not depend so much on declarations but on the offered policy. Contrary to FHRUL, Social Democrats support the status of the Latvian language as the only state language in Latvia. Speaking about socially economical differences between citizens and non-citizens, Mr.Baldzens explained that Social Democrats stood for equal right in this sphere, there should be no discrimination of non-citizens concerning their term of service spent outside Latvia.

The Mayors of the Latvian and Russian capitals signed a co-operational agreement in Moscow on Thursday. An agreement on co-operation in educational issues was also signed by respective educational co-operation representatives from both cities. The co-operational agreement foresees long-term co-operation with both cities contributing towards expanding trade and economic ties, securing mutually beneficial regulations for joint production and economic activities, commercial activities and so on.

Estonian Minister of Foreign Affairs Toomas Hendrik Ilves praised the decision pointing out that Estonia had made strides over many years in order to fully harmonise its legislation to meet international norms. A poll by SKDS, European Integration Bureau and the State Chancellery, carried out this past November, shows that 43.2 percent would vote for Latvia’s accession to the EU if the referendum was held in November (up from 42.7 percent in August), 31.2 percent would vote against (up from 30.7 percent in August), 25.6 percent could not say (26.6 percent in August). Most people said that they would vote for joining the EU, as entering the EU would ensure Latvia's economic growth, EU membership will make Latvia a part of Europe, and there will be more opportunities to obtain a good education. On November 28 took place the 2nd Latvian Society European Affairs forum. One of the three discussion topics was the situation of national minorities in Latvia. The discussion was based on the recently published report Protection of minorities by B.Kolchanov from the research institute Baltic Insight. All participants were positive about the fact of preparong this report and acknowledged that the collected information and conclusions could be seen as a professional alternative opinion but there was also criticism on the methodology, conclusions and recommendations. MFA representative J.Mazeiks evaluated this research as a good and professional work but he did not agree with the used methodology, i.e. that the subjects of comparison were different ethnic groups – Russian-speakers in Latvia and Estonia, but in the rest of the candidate states – Romany people.

I.Murniece from Lauku Avize, writing about the language experts meeting at the Presidents Office, states that most of the present experts were just high state officials and no well-known professors. When she asked who had chosen the participants and why the Head of the State Language Centre Dz.Hirsa had not been invited, the answer was – Presidents Office. Addressing the experts, the President said that Latvia was the only country in Europe that had such a superfluous limitation in its election law, pointing out that the Estonian parliament accepted abolishing this norm. Then President charged the experts with two tasks: 1. to manage that there would be no limitations to the right of deputies to carry out office records in the Latvian language; 2. to manage let the election law (which according to the President is undemocratic and contradictory to the Constitution) would become democratic - according international understanding. The meeting took place behind closed door, where experts expressed their opinions on the problem and agreed for the next meeting on December 17.

In an interview to the newspaper Lauku Avize the Chairman of FF/LNNK M.Grinblats spoke also about the language issues. He confirmed that the party remained in firm position on all essential national issues, e.g. concerning the proposal of the President on amending the election law. Mr.Grinblats thinks that the principles stipulated both in the Saeima and local government election laws have reasonable grounds, and it is not discrimination of non-Latvians. What concerns the possible actions, if the election law were amended, (possible amending of the Saeima Roll of Procedures) Mr.Grinblats said that nobody spoke about it yet. So if deputy, who does not speak any Latvian were elected to the Saeima, he could complain to the European Human Rights Court for not letting him work in the language he wants to. Then may follow a demand to introduce in local governments and even in the Saeima two or even three working languages. But the Satversme stipulates that the Latvian language is the only official state language, and this article may be amended only in a referendum. So the faction will not support the President. Mr.Grinblats spoke also about the state language inspectors and education reform.

The first was opening of the Naturalisation Board Information Centre where he thanked all persons, who participated in establishing of this office, and Latvia’s foreign partners for their input in the process of society integration.
