It is envisaged that the Action Plan will be elaborated by a group of experts and it will replace the Guidelines for Society Integration. Elaboration of the said Guidelines begun years ago and responsibility for the document has changed hands more than once between different state institutions, yet the Guidelines were never approved or implemented. The new Action Plan would cover wider set of issues, including not only ethnic integration but also establishment of national identity. Its aim will be strengthening of ethnic Latvian identity based on Latvian language and ethnic Latvian culture.

Latvijas Avize reports that politicians known for their nationalistic views partly support call of a nationalist Aivars Slucis to ethnic Latvians to stop speaking Russian. Karlis Sadurskis (member of the Unity) agrees that Latvian language is endangered, however sees Mr. Sluciss statements too populist. Among interviewed MPs, the call is fully supported only by members of the nationalistic party All for Latvia!/ For Fatherland and Freedom/LNIM.
